The purpose of this study was to determine the personal and the professional characteristics of the effective teacher as perceived by secondary-school students and principals in the Nablus district. A sample of 138 subjects was randomly selected to represent two groups: secondary-school principals, and secondary-school students who studied at the private teaching institutions in the Nablus district. An instrument which included 40 characteristics of teacher effectiveness was constructed.

The results showed that the principals and students agreed on the importance of the professional characteristics of the effective teacher. They were concerned with criterion 3, the researcher suggested. Further research is needed to investigate the relationship between the ratings of the effective teacher as perceived by supervisors, principals, peer teachers, and students using the same instrument as this study.
